[BHV] Worst Traffic Calming Device

We are happily blessed with a reasonably responsive group of traffic  
engineers and transportation bureaucrats in Chemung and nearby  
counties, as well as in our DOT region, who generally listen to us.   
The occasional lapse is usually remedied pretty quickly.

I wonder what the Redwood City guys were smoking when they came up  
with this. Why not just strew the road with cinder blocks? That  
should slow 'em down, at a lot less cost then strewing the road with  
injured cyclists.
