Anna,

I believe you have what is commonly known as a "7/8 inch" seatpost which 
is about 22mm.  This is a standard BMX thing.  A very quick google gives 
me this link:

which is a spiffy micro-adjust 14" long.  That should get you started 
anyway.  If, indeed, your post is 21.8, you can probably find someone to 
turn it down on a lathe.
