FLCC> Race planning guidance?

A colleague asked me about where to find someone to lend some guidance in 
planning a bike race later this year. Here's her post:

The Spencer Van Etten Community Fitness Center, along with a number of 
Tioga County fitness facilities, is trying to plan a bicycle race for the 
month of August, as an event in their year-long fitness challenge.

They are looking for some assistance in planning the race, insurance info, 
sponsoring agency possibilities, etc. Do you have a direction in which I 
may point them? I was thinking perhaps the Finger Lakes Cycling Club may be 
able to provide them with the assistance they need... Would that be the 
best resource?
