We do something like that for the OCC time trial.  We need 2-4 volunteers 
each week for the start/finish and turn-around.  To qualify for an award, you 
have to volunteer at least once a season.  Usually it works out, but 
sometimes we have to find a volunteer or two 10 min. before the TT starts.  
Then a dedicated soul like Norm Ashbarry will step out of the line and 
sacrifice his/her TT so everyone else can ride.
