I doubt the real issue is people intentionally
ignoring the car-back signal. I think it is more a
combination of not hearing the signal (whether that's
because it wasn't loud enough, or you were too
engrossed in your socializing), and no one taking the
authority to move over first.
People need to not be afraid to yell loudly from the
back, and loudly relay the call to the front. Then,
don't wait until you see other people moving over to
do it yourself. Just go ahead, find a space, and move
over. Also, people up front, don't slow down. In
fact, speed up, so there's more room for people to
scooch in behind you.
Everyone needs to take personal responsibility! I
personally ride the whole warm-up in the dirt off the
shoulder, and discourage any socializing with angry
glares at anyone who tries to talk to me so I can hear
all car-back calls. ;)
Another problem is the "boy who cried wolf"
phenomenon. People move over for a car-back signal,
and then the car never passes, either because they
turned off the road, or they are too timid to pass a
line of riders who disappear beyond their line of
sight, even if they are one abreast. After a while,
we drift back to bunching up, whether or not the car
is still back there. Not sure how to solve that
problem.
