I have found it is personal preference.  Some folks like to be locked  
in, with no float.  Others like some float, but with a spring  
mechanism that "re-centers", a la contemporary Time pedals.

The float with Speedplay pedals is completely free.  There is at  
least one model of Speedplay which allows the amount of float to be  
adjusted.

This year, I went from 1992 Time pedals to Speedplay (the adjustable  
float ones).  I like them, and have found that the free float is a  
bit better for my rickety knees.
