For France, the best book is likely 
  Lonely Planet Cycling France, Sally Dillon, Neil Irvine, Catherine Palmer, 
  and Katherine Widing. I don't think it has much on epic climbs, but it
  does cover other things (like in general bikes on trains in France
  doesn't work very well, where to stay, rules of the road, what types
  of roads to ride on, when to go, etc., etc.). 
I don't know if they have one on Spain.

A very useful guide to resources is Adventure Cycling's "Cyclists'
Yellow Pages" http://www.adv-cycling.org/cyp/index.cfm .

For web resources, see http://www.crazyguyonabike.com/
http://www.trentobike.org/ and for mailing lists or discussions,
http://www.phred.org/mailman/listinfo/touring (I thought there was a Usenet
group on touring under rec.bikes, but maybe not). These were suggested by
