I hope Vanya will speak up since I think he planned it, but didn't Cornell run a collegiate championship Crit down in Stewart Park a couple years ago?  Running something like that downtown would be a mess, but in a park might be OK.  Not that the pavement in Stewart Park seems good enough for racing.  Also I faintly recall a Crit being run on CU campus about 20+ years ago, used part of Stewart Avenue if I recall correctly and circled the West campus dorms... maybe Glen remembers.
