The requirements for proof of residency are found in the ESG eligibility 
rules.  They apply to all sports and competitors, not just cyclists.  I suggest 
contacting Fred Smith at the ESG with your concerns.  I forget his title, but 
he's in charge of the ESG.  I've found him to be reasonable and responsive 
to concerns.
